Priority Early Learning SEND places formerly known as Under Fives Advisory Group (UFAG) places

All early years providers are required to have arrangements in place to identify and support children with special educational needs or disabilities (SEND) and to promote equality of opportunity for children in their care. These requirements are set out in the EYFS framework (2017) and SEND Code of Practice 0-25 (2015).

36 specialist intervention places have been funded in Islington children centres for children under five who have severe and complex special educational needs. Places are allocated through the Priority Early Learning SEND panel for children who require substantial additional resourcing in provision with specialist staffing and a range of integrated early childhood services. The panel meets termly and includes professional representation from Children’s Services and Whittington Health. Ongoing assessment and intervention to support children’s learning and development will be carried out by health professionals in partnership with children centre practitioners, educational psychologists and parents. A referral can be made if a child is known to one or all of the following teams: 

  • Social Communication Team (SCT)
  • Early Years Development Team (EYDT)
  • Community Nursing Team (CNT)

Children who are refered to the Priority Early Learning SEND panel are unlikely to have their needs met in a non-specialist nursery place even with funding from the Early Years SEND Funding Panel.

Referrals must be made by professionals with parental consent using the online referral form, parents cannot self-refer.

We recommend that if the family is supported by a Family Support Worker, then their Early Help Assessment (EHA) must be submitted as part of the referral process.

If parents wish to have hours exceeding the allocated place (15 or 30 hours) for their child, an additional fee is charged, depending on availability. The fee is based on an assessment of the family income in line with the Islington Council’s day-care charges for children under five. charging policy and schedule.
